La Gazzetta dello Sport confirms: Ndicka's prolonged holding on Bisseck should have led to a penalty for Inter Milan, but VAR and referee Fabbri missed it.
At the 88th minute, Inter Milan protested for a penalty not awarded after a contact between Ndicka and Bisseck: there was a clear and prolonged holding.
Further confirmation has arrived: Inter Milan were denied a clear penalty late in the match against Roma.
Here’s the analysis from Italian newspaper La Gazzetta dello Sport via Fcinter1908.it:
"At the 88th minute, Inter Milan protested for a penalty not awarded for a contact between Ndicka and Bisseck: the Roma defender clearly and continuously held Bisseck, while Bisseck committed no foul towards Ndicka.
The incident, which took place inside Roma’s box, should have resulted in a penalty for Inter Milan.

Referee Fabbri, however, failed to award it, making a mistake.
Ndicka started grabbing Bisseck from the center of the box and continued for several meters until the ball dropped, with a clear and repeated hold that limited Bisseck’s movement. The Inter Milan player did not commit any foul.
In short, a penalty for Inter Milan was missing.
VAR could have intervened, but instead wrongly upheld Fabbri’s incorrect decision."
